Water softener or water filter system ?

Which product prohibits mineral build up in pipes and water heaters. We have very hard water here in Nevada

A softener. Filters do not change the chemical properties of water, just take out the larger chunks. Hard water causes you to use more laundry detergent and also makes getting lather from bath soap and shampoo harder.
